Local-Regional News Dec 5

There's a Norovirus warning on campus at UW-Eau Claire. The university yesterday said they have confirmed several cases among students. No one is saying just where the virus came from, but the warning says Norovirus can spread quickly and easily. It can also make people very sick. The university is urging students to stay away from anyone who has the virus, and is urging everyone to wash their hands frequently to avoid getting sick.

No one was hurt after a freight train collided with a car on the tracks in Red Wing late Tuesday morning.  According to Red Wing Police, a 32yr old woman accidently turned onto the tracks near 420 Levee Street near the Amtrak Depot.  The driver then got out of the car before an oncoming train hit the car.

The Chippewa Valley Health Cooperative says its new hospital will be in Lake Hallie. The Co-op yesterday said they are planning to open a full-service, independent, locally-governed, nonprofit hospital. Co-op leaders say they chose Lake Hallie because it is 'optimally situated for easy access to the hospital for patients and emergency services from the entire region.' The new hospital is expected to have 48 beds, an ER, a labor and delivery section, as well as a surgical center and cancer treatment area. The Co-op says it'll cost about 160 million-dollars to build the hospital and get it up and running. The hope is to open the new hospital by 2027.

Chippewa Falls is going to need a new mayor. Mayor Greg Hoffman yesterday said he is not going to run again next year. Hoffman has been mayor in Chippewa Falls for the past 17-years. He says he wants to spend more time with his family. His decision means there will be an election with new names on the ballot in April. There's no word on who's interested in the job.

The young Eau Claire man who stole 100-thousand-dollars from his grandmother will not be going to jail. An Eau Claire County judge yesterday instead sentenced 25-year-old Evan Daniels to probation. Investigators say he stole the money while he was supposed to be caring for his grandmother. His probation requires a mental health evaluation, and complete sobriety. The judge says they'll figure out how much of the 100-grand Daniels has to pay back over the next two months.

A man from Eau Claire accused of randomly shooting at houses is reaching a plea deal. Prosecutors say Brandon Flanary admitted to shooting out of his window while drinking to relieve stress.  He's pleading no contest to two charges, and another charge was dropped in exchange.  Flanary will be on probation for three years, and will not be allowed to use guns in that time.

The relatives of a six-year-old boy who was murdered by his mother will receive more than two million dollars from Dakota County.  A wrongful death lawsuit was filed by Eli Hart's father, Tory, in September 2022.  Eli's mother, Julissa Thaler, was sentenced to life in prison in February for the shooting death of her young son in May 2022.

Before you start sending off holiday donations, be sure you're not handing your money to scammers. Wisconsin Consumer Protection director Michelle Reinen says there are criminals who try to pose as legitimate charities. That includes fake websites, fake emails, and spoofing their phone calls to look like they're from the charity they're faking. If you're worried about the source of a charity, and if they are using the money the way they say they are, check the Better Business Bureau's charity database at Give dot Org.  If you want to donate locally, the Salvation Army's Red Kettle Program keeps 85% of the money raised in local communities like Pepin County.

The head of the Assembly's elections committee wants to do better for the next election. State Rep. Scott Krug says Wisconsin's local election managers did a good job with Election Day 2024. But he says there's always room for improvement. Most specifically, Krug wants lawmakers to okay an early-count law that would allow local election clerks to count absentee ballots either before Election Day, or before the polls close on Election Day. He says that would give people even more confidence in Wisconsin's electoral process. He got an early-count plan through the Assembly last time, but it died in the State Senate out of fears an early count could be used to cheat.

The CEO of the nation's largest health insurance company was murdered in New York City in a targeted attack.  New York City Police say a manhunt is underway after United Healthcare CEO Brian Thompson was shot multiple times this morning while exiting a hotel.  The suspect was in a ski-mask and fled on a bike  --  and a report says he used a silencer.  The NYPD said it was a brazen attack that was planned.  Detectives are interviewing Thompson's co-workers and reviewing video footage.  Thompson's wife Paulette told NBC News he had been receiving threats.

A Dane County judge’s ruling overturning Wisconsin Act 10 will likely be appealed to the state Supreme.  Passed in 2011 by Republicans who controlled the Wisconsin Legislature and signed into law by then Governor Scott Walker, Act 10 put restrictions on what public employee unions are able to negotiate - but made an exception for police and firefighter unions. Dane County Circuit Court Judge Jacob Frost ruled that violates the state constitution. How an appeal fares will hinge on the outcome of the April election for an open seat on the state Supreme Court. Liberal Justice Ann Walsh Bradley announced earlier this year that she would not seek another 10-year term. Dane County Circuit Judge Susan Crawford, a liberal, and former Republican Attorney General Brad Schimel, a conservative, are running. A win by Schimel would flip the court’s 4-3 liberal majority and likely mean Act 10 would be upheld.

Another weapons scare at a Kenosha school.  Kenosha Police and the Kenosha Unified School District say appropriate charges will be filed against a 16-year-old student who brought a gun into Indian Trail High School. The episode began Monday when a social media post from the student depicted a weapon. After the student was searched by two Kenosha officers and the gun wasn't found, a third search in juvenile intake did find it. The incident comes after a 13-year-old tried getting into Kenosha’s Roosevelt Elementary School with airsoft guns last month.

Minnesota budget officials are projecting a surplus of 616 million dollars for the next two-year budget cycle.  The information was released this morning by the Minnesota Management and Budget.  They also mentioned that long-term care and special education costs are the biggest drivers of a potential five-point-one billion dollar shortfall for the 2028-29 biennium.

A bumpy emergency landing for a plane at a southwest Wisconsin airport.   Police in Boscobel say a flight instructor took control of the plane after a student pilot had issues with it Sunday evening. After getting permission to land at the Boscobel airport, the plane lost power as the windshield became covered with oil. The bouncing of the plane during touchdown caused the landing gear to collapse as it veered off the runway. The plane also had a ruptured fuel tank. The instructor and student were uninjured. The airport reported minor damage to the runway.
